boundary=administrative marks an administrative boundary — the limit of a governed territory, whether a whole realm or one of its subdivisions.

Map it as a boundary relation whose member ways trace the limit; the relation carries boundary=administrative together with type=boundary. Add an admin_level to record how high the territory sits in the hierarchy, and a name.
